The challenge
Every monsoon season (May–October), Kangra District faces a predictable but devastating cycle of floods, flash floods, landslides and soil subsidence. The four most vulnerable subdivisions — Dharamshala, Palampur, Nurpur and Dehra Gopipur — see recurring damage to infrastructure, displacement of families and loss of life. The problem is not unpredictable; it is under-resourced at the community level.
The RainSAFE approach
RainSAFE Land is a six-month annual programme deploying 60 Aapda VEER / Aapda Mitra volunteers across the four priority subdivisions during the monsoon season. Volunteers receive monthly honoraria and operate within a structured monitoring and response framework.
The programme covers:
- Pre-monsoon hazard assessment and community awareness;
- Real-time monitoring of landslide-prone slopes, river levels and subsidence indicators;
- Early warning dissemination through community networks;
- First response coordination during flood and landslide events; and
- Post-event damage documentation for DDMA and district administration.
Sustainability
RainSAFE Land's funding pathway runs through IAG convergence, CSR partnerships and district disaster management budgets. The programme's annual cycle allows for performance review and iterative improvement each year.
