EDMRC Kangra is Himachal Pradesh's district-level field-linked resource centre for community-based disaster risk reduction, emergency preparedness, post-event assessment and resilient reconstruction. Three decades of practice in Seismic Zone IV–V terrain across Kangra and adjoining Hamirpur.

Three integrated frameworks for district-scale resilience

EDMRC operates through three integrated programme frameworks — addressing the full cycle of risk awareness, localised emergency response, and inter-agency convergence at panchayat and district scale.

AapdaPAR — Aware, Prepared, Resilient

Community Resilience Framework

A panchayat-level resilience programme that integrates Community-Based Disaster Risk Management (CBDRM), volunteer mobilisation through AapdaVEER and Aapda Mitra, and resilient construction through HimNIRMANAC. Foundation training delivered across all panchayats of Kangra, 2020–2025.

Hazard-Specific Action Teams

Standing local emergency response teams for hazard-specific risks: RainSAFE Land for monsoon flood and landslide, FireWATCH for forest and structural fire, TrekPASS for high-altitude tourist safety, WinterSAFE for snow and avalanche conditions.
