AapdaPAR — Community Resilience Framework

The Challenge

India’s disaster management infrastructure is strongest at the national and state levels but still has weaknesses and need gaps where disasters actually strike and impact in routine — in villages, panchayats, and block-level communities. Kangra District, with its multi-hazard profile and dispersed population across difficult terrain, exemplifies this gap. Formal emergency services cannot reach every settlement quickly; communities must be their own first responders.

The EDMRC Approach

EDMRC’s programmes focus on strengthening disaster preparedness, community resilience, volunteer action, and locally rooted support systems in hill districts.

AapdaPAR
EDMRC’s flagship community resilience framework, designed to strengthen local preparedness, volunteer-supported coordination, and community-level readiness. It may be anchored through cluster-level hubs developed as Cluster Resource & Coordination Centres for Safety, Health, Environment and Integrated Local Development (C4SHEILD), bringing together local coordination, volunteer support, community services, and resilience-building across clusters of 6–10 panchayats.

Village Disaster Management Resource Centre
A village-level platform for disaster preparedness, volunteer coordination, basic response support, and local resilience-building.

HimNIRMANAC
A structured mason training programme building earthquake-safe and climate-adaptive construction skills across Kangra District, along with a new programme to promote youth participation in the construction sector.

RainSAFE Land
A monsoon preparedness initiative supporting seasonal awareness, local readiness, and early reporting in areas affected by floods, flash floods, landslides, slope instability, and related hazards.

TrekPASS
A mountain safety and trekking preparedness initiative intended to support safer trekking practices, route awareness, visitor preparedness, and better local coordination in outdoor risk environments.

FireWATCH
A fire preparedness initiative focused on awareness, vigilance, and supportive local coordination during high-risk fire periods.

GIS & Risk Mapping
Geospatial tools, local mapping, and hazard visualisation to support planning, preparedness, and resilient development.

Drone Support & Aerial Assessment
Drone-based observation and aerial assessment for terrain review, route planning, documentation, and emergency support.

HAM Club & Emergency Communications
Amateur radio and backup communication systems for field coordination, operator training, and connectivity during network failure.

BAGEECHA & ecoREstore
Initiatives promoting ecological resilience, household adaptation, environmental restoration, and green community practices.

SEHAT SEVA
A health resilience and community care initiative, especially relevant for elderly and vulnerable persons during emergencies and disruptions.

Training & Capacity Building
Practical learning, mock drills, and field-oriented training to strengthen preparedness and response capacity.

Volunteer Network Development
Development of volunteer networks that can contribute to awareness, preparedness, coordination, and local support during emergencies.

These programmes reflect EDMRC’s evolving field-linked approach to disaster preparedness, resilience-building, and community support.
