The Emergency and Disaster Management Resource Centre for Safer Lives & Resilient Communities at Kangra (EDMRC Kangra) has a core team of 18 professionals, programme specialists and assistants at the facility — supported by a network of 120+ subdivisional/block/cluster outreach coordinators, 10+ professional advisors and over 12,000 community volunteers across Kangra District.

Program Director, EduCARE India / EDMRC Kangra

Lead at EduCARE India, established in 1994–95, and the leading EDMRC Kangra’s institutional evolution with over a decade in military services and two decades of grassroots experience in sustainable development coupled with community-based disaster risk reduction, experiential education, and ecological restoration across various locations in India. He is developing and implementing the AapdaPAR community resilience framework, the AapdaVEER volunteer convergence model, and EduCARE’s integrated SHE (Safety, Health, Environment) approach to sustainable development in Kangra district and surrounding region.

Block & Subdivisional Outreach Coordinators

A network of 120+ part-time field cluster coordinators work across Kangra and Hamirpur District’s subdivisions, blocks and clusters. These coordinators connect EDMRC’s institutional programmes with panchayat-level implementation by supporting community outreach, volunteer coordination, reporting, and programme monitoring in their respective areas.

Community Volunteer Network

EDMRC’s operational reach is built on a layered community volunteer network mobilised through AapdaVEER.

Level A — Community Leaders: Progressing in building 1,500+ SEHAT SEVA SHG Leads and VARISHTHA Mandal Leads serving as anchor volunteers in their communities. These are senior community-based leaders who bring local knowledge, social trust, and continuity to the volunteer network.

Level B & C — Trained Volunteers: 15,000+ community members who have received foundation-level training in disaster preparedness, first aid, and emergency response through EDMRC’s programmes since 2015. Active deployment is coordinated through AapdaVEER based on skill, location, and programme need.
